We sort urgent and everyday repairs, the water efficiency limits that decide whether a tenant can be billed for water, and tap replacement when an old fixture gives out. Hidden pipe faults start with leak detection before anyone opens a wall.

Which Plumbing Faults Cannot Wait in a Rental

Queensland tenancy law splits every rental repair into the emergency repairs the Act lists and the routine repairs that cover everything else. The plumbing and gas items that count as emergencies are:

  • a water service that bursts, or a serious leak on that service
  • a blocked toilet, or a broken one
  • a gas leak
  • the water or gas supply failing or breaking down
  • flooding or serious flood damage
  • a failed cooking, heating or hot water appliance the household relies on

Faults or damage likely to injure a person, spoil property or unduly inconvenience the tenant join that list. So do the repairs required to bring a rental up to the minimum housing standards.

Every unlisted fault is routine. The tenant tells the manager or owner, and the fix has to happen within a reasonable time.

The agreement also names the nominated repairer with a phone number, and says who fields the first call. A verbal report is enough, with a quick text or email after the call as good practice.

Unblocking sanitary pipework, mending a broken pipe and swapping a fitting or fixture are licensed minor work. Where a job counts as notifiable, we lodge a Form 4 with the QBCC within 10 business days of finishing, and the copy goes to whoever engaged us, usually the agent.

What Makes a Rental Water Efficient

A Queensland rental counts as water efficient when its indoor cold taps, single mixers and showerheads flow at 9 litres per minute or less, and its toilets are dual flush. The toilet limits are:

  • full flush: 6.5 litres or less
  • half flush: 3.5 litres or less
  • average flush: 4 litres or less, averaged over one full and four half flushes

Only the cold taps above hand basins, sinks and laundry troughs face the flow limit, single mixers included. Bath taps, outdoor garden taps and the supply taps feeding washing machines and dishwashers stay outside the test.

On fittings made from 2005 onward, the Residential Tenancies Authority (RTA) fact sheet suggests looking for 3 stars or more under the Water Efficiency Labelling and Standards scheme (WELS). That line is guidance, not a legal limit.

When the Check Finds a Fixture Over the Limit

A water efficiency check compares every indoor cold tap, single mixer, showerhead and toilet with the rental limits and flags anything short. Here is what the visit covers:

  1. We measure flow at each cold tap, single mixer and showerhead.
  2. We read each toilet's flush volumes and confirm the pan is dual flush.
  3. We list the fittings that miss and quote the swaps on the spot.

The water rating label on each fixture shows its stars and water use, which settles most checks on the spot. Swapping a tap or a toilet is licensed work. A shower head change is unregulated and open to anyone, as long as the replacement still meets the limit.

The check ends as findings on the day, never a certificate or a signed report.

Tenancies and Water Bills on the Griffin Estates

Most homes here are rentals, and the early-2010s estates off Henry Road turn tenants over faster than most streets see. Resident numbers across this area climbed 19.8 per cent from 2020 to 2025, so fresh leases keep meeting decade-old fittings.

Unitywater looks after the mains and the public sewer. Pipes on the house side belong to the owner, which makes a plumber the first stop for both parties rather than a letter to the utility.

Which plumbing faults are emergency repairs in a Queensland rental?

The Act's emergency list covers a gas leak, a burst pipe on the water service, a blocked toilet, a failed water or gas supply, flooding, and a dead hot water appliance. Faults likely to injure or unduly inconvenience also count, as do repairs required by the minimum housing standards. Everything else is routine and gets fixed within a reasonable time.

Can a tenant call their own plumber in an emergency?

Yes, but only after the contact named in the agreement stays unreachable for a reasonable stretch. Either the tenant or the manager may then engage a suitably qualified person, with the outlay capped at 4 weeks' rent. Who pays in the end gets worked out under the tenancy rules.

When does a Griffin owner have to hand a tenant the water bill?

Within 4 weeks of the supplier's bill reaching the owner or manager. Miss that window and the tenant owes nothing on that bill. A tenant handed the copy on time then has 4 weeks to pay.

What happens if my Griffin rental is not water efficient?

The owner or manager then pays the water bill up to the Act's 'reasonable amount', and the tenant may only be asked to cover the excess. That applies where the home has its own meter and water sits with the tenant under the agreement. The Act never defines it, so the parties agree the figure as a special term.

What does a water efficiency check involve?

The check puts each cold tap, mixer, showerhead and toilet against the limits above, reading each water rating label for stars and flow. A licensed plumber swaps whatever fails. Findings come on the day, never a certificate or signed report.
